When Playgrounds Become Part of the Drug Crisis

Drug overdose deaths in the U.S. have fallen sharply in recent years. This is attributed in part to harm-reduction policies, which prioritize the health and wellbeing of drug users rather than criminalizing them. While effective in some American and Canadian cities, Atlantic staff writer Michael Powell says the policy has adversely encouraged public drug use in others. He shares his observations.
